Lane confusion.

Here's the view on Foster Street looking southeast towards Union Station:
Here's the view on Foster Street looking northwest towards the Centrum (It will never be the DCU Centre!):

Why do they feel the need to shrink a two lane road down to one lane and then back to two lanes?

I was told by the landscape designer for City Square that the whole Foster Street redesign was for the purpose of "traffic calming".

I never thought it needed to be calmer, but what do I know?

Narrowing a two lane down to one lane and then back to two lanes seems to be the opposite of 'calming.'

And yet, that's exactly the current mode for traffic engineering.
